This policy brief outlines the tiered sales-based approach to the calculation of monetary contributions from industry to the multilateral mechanism on digital sequence information under the United Nations Convention on Biological Diversity to be negotiated at the 16th Conference of the Parties. In this approach firms are classified into small, medium, and large tiers based on meeting two-out-of-three metrics of sales, profits, or total assets. Companies in each tier would then pay a percentage of their sales, which varies with size. This approach aims to balance innovation with fairness, ensuring that larger firms contribute more while smaller firms are not disproportionately burdened, fostering an environment where all businesses can thrive while still making their due contribution. It is a result of exploratory research undertaken in the run up to the LSE Roundtable on Global Biodiversity Finance and Digital Sequence Information held in London on the 27th and 28th of September 2024. to the calculation of monetary contributions from industry to the multilateral mechanism on digital sequence information under the United Nations Convention on Biological Diversity to be negotiated at the 16th Conference of the Parties.
