El MAE es el organismo del Estado encargado de ejercer de forma eficaz, eficiente y transparente la rectoría y gestión del sector estratégico biodiversidad, garantizando una relación armónica entre los ejes económicos, social, y ambiental que asegure el manejo sostenible de los recursos naturales estratégicos.
La subsecretaría de Patrimonio Natural a través de la Dirección Nacional de Biodiversidad constituye un Punto de Verificación en cuestiones relacionadas al acceso a los recursos genéticos con fines investigación científica y comercial. Actualmente, es el área encargada de otorgar el consentimiento fundamentado previo para el acceso a los recursos genéticos por medio de la suscripción de Contratos Marco y Contratos de Acceso.
