This policy brief reviews recent changes in scientific, technological and business realities and makes recommendations for governments seeking to regulate bioprospecting or biodiscovery and implement the Nagoya Protocol. A focus in placed on the pharmaceutical and agricultural industries, which are at the cutting edge of scientific and technological developments and spend far more than other sectors on research and development, and whose activities have been the focus of international and national ABS deliberations for the past few decades.
