Revision of the draft Capacity-building and Development Action Plan for the Nagoya Protocol
As members of the IAC, you are invited to provide comments on the draft Capacity-building and Development Action Plan (Action Plan for IAC forum.docx) to support the effective implementation of the Nagoya Protocol.
There are 7 discussion threads: 1 for the main text as well as one for each of the 6 outcome areas of the Action Plan:
- Outcome area 1: Strengthened capacity to implement, and comply with the obligations, of the Nagoya Protocol;
- Outcome area 2: Strengthened capacity to develop, implement and enforce domestic legislative, administrative or policy measures on access and benefit-sharing;
- Outcome area 3: Strengthened capacity to negotiate mutually agreed terms;
- Outcome area 4: Strengthened capacity of indigenous peoples and local communities to participate in the implementation of the Nagoya Protocol;
- Outcome area 5: Strengthened capacity to undertake endogenous biodiversity-based research and development to add value to genetic resources;
- Outcome area 6: Strengthened capacity to foster inclusive and whole-of-society approaches for the implementation of the Protocol.
Please note that sections that have been removed from the previous version of the main text will not be lost. They will be incorporated into the SBI document or become operative parts of the recommendation/decision. The Action Plan will be the annex to the decision, which will be adopted at COP-MOP 5.
Furthermore, when the draft was developed, we focused on:
- Designing the activities to be less specific and more generic in application – by using broader terms activities will apply to a wider target group and for different (national) settings
- Avoiding duplication and repetition
- Streamlining the language to use the same terms and meaning to avoid ambiguity throughout the document.
The forum will be open for comments until 31 October.
In providing comments to the action plan, you may wish to consider the following questions:
- Do activities contribute logically to the outputs and outcomes?
- Is the information providing enough clarity without being redundant/duplicative to other parts of the Plan?
- What is missing?
Concrete language proposals are welcome if rephrasing of sentences is recommended. Please provide clearly which paragraph or activity you are referring to.

Background to the revision of the draft Action Plan:
At the IAC meeting in June 2023, Committee members discussed and reviewed the first draft of the revised strategic framework for capacity-building and development to support the effective implementation of the Protocol contained in document CBD/NP/CB-IAC/2023/1/2 (https://www.cbd.int/doc/c/1898/3624/4b1c57ef1a10bdb47135b3d2/np-cbiac-2023-01-02-en.pdf) and provided comments to be considered in the revised version.
The members agreed that the revised strategic framework would be referred to as the capacity-building and development action plan for the Nagoya Protocol and that it could be considered a thematic capacity-building and development action plan, such as those recommended for development in the long-term strategic.
The Committee further recommended that the Secretariat revise the draft action plan contained in the annex to document CBD/NP/CB-IAC/2023/1/2. It also recommended to shorten it, streamline the information contained therein, taking into account the comments provided at the present meeting, and make the revised draft available for comments on the online forum set up for the Committee on the ABS Clearing-House. Once revised, the draft action plan would be submitted to the Subsidiary Body on Implementation for consideration.
