Legislative, administrative or policy basis for the competence of the Competent National Authority
a) Ley de Desarrollo Rural Sustentable Artículo 102 fracción I.
b)  Articulo 53 del Reglamento Interior de la SAGARPA que otorga facultades y competencia en materia de Recursos Fitogenéticos para la Alimentación y la Agricultura.
c) Numeral 1.7 del Manual General de Organización de la SAGARPA publicado en el Diario Oficial de la Federación el 27 de noviembre de 2012, por el cual se establecen las funciones del SNICS.
d) SNICS Organization Manual.

Summary of ABS Responsibilities
SNICS is responsible of the coordination of policies, strategies, actions and international agreements on access, conservation and sustainable use of plant genetic resources.
