According to Art. 115 of Bulgarian Biological Diversity Act:
(1) The Minister of Environment and Water shall perform the following functions:
16. gives consent for access to genetic resources of the natural flora and fauna;
17. monitor, within his jurisdiction, the fulfillment of compliance obligations of the users of genetic resources according to Regulation (EU) No. 511/2014 of the European Parliament and the Council.
